Senior consultant Stephen D. Powell is a veteran law enforcement leader who serves as the Police Chief of the Exeter Township Police Department in Berks County, Pennsylvania. He officially assumed command of the department on December 8, 2025.
Chief Powell is a highly respected figure in Berks County law enforcement, with a distinguished 34-year career that spans multiple municipal departments.
Chief Powell served as Deputy Chief in Spring Township, Berks County, starting in 2020, before transitioning into the Chief of Police role from 2022 until his brief retirement in August 2025.
Chief Powell served as the West Reading Borough Police Department Chief of Police for seven years from 2013 to 2020, where he modernized operations and personnel management.
Chief Powell spent the first 22 years of his law enforcement career with the City of Reading Police Department, rising through the ranks to become Captain and leading the department’s patrol division. Chief Powell is experienced and held an active role as an instructor at the Reading Police Academy for more than 20 years.
Senior Consultant Madison Winchester was appointed as Cumru Township's Chief of Police in May 2016 following a nationwide search. His tenure centers heavily on progressive reforms, establishing high-visibility community policing initiatives, and expanding trauma/first-aid resources for on-duty personnel.
Prior to his command in Cumru Township, Winchester spent nearly two decades with the City of Reading Police Department. He climbed the ranks from patrol officer to detective, sergeant, lieutenant, and captain, ultimately serving as the Chief of Police for Reading in 2015.
Chief Wincheter has publicly advocated for structural law enforcement reform, emphasizing tactical de-escalation, professional integrity, and building community trust.
Chief Madison Winchester strongly advocates for what he calls the "human element" and "humane policing" within law enforcement. He has publicly expressed that establishing mutual respect, finding common ground, and rejecting an adversarial mindset are crucial for building community trust.
Chief Winchester has actively served as an instructor in the Reading Police Academy since 2004.
